We’re on a Mission
Friends of CASA (FOC) is dedicated to supporting Delaware’s most vulnerable children— those who have been abused, neglected, or are otherwise dependent— by empowering the volunteer heroes of New Castle and Kent Counties who advocate for them: Court Appointed Special Advocates (CASAs).
Through volunteer recruitment, retention programs, and recognition efforts, Friends of CASA aims to strengthen the CASA program across Delaware—so that one day every child in care will have a CASA by their side.
Why we need CASAs
Every year, Delaware’s Division of Family Services receives more than 21,000 reports of suspected child abuse or neglect. Children who enter foster care face instability, often spending nearly a year in care and moving through an average of five different placements.
CASA volunteers are a critical lifeline. They are trained community members who work closely with a child and the adults in their life to understand their needs, advocate for their best interests, and make sure no child is lost in the system.
Children with a CASA are half as likely to re-enter foster care, more likely to thrive in school and recieve needed mental health services, and less likely to spend years waiting for a permanent home. CASAs provide stability, compassion, and a strong voice at a time when a child needs it most.

While so much changes, a CASA remains—fighting for what’s best for that child, always. Nearly half of children in Delaware’s foster care system still don’t have a CASA by their side.
